Residence permit by the right of permanent
residence
Persons who have the right and have received a
permit for permanent residence in Bulgaria, but
who do not want to apply for permanent
residence for some reason, can easily apply for a
residence permit on the same basis. This
possibility is provided for by Art. 24, para 1, sub-
para 5 of the Bulgarian Law on Foreigners. It is
also available to those who have married a
Bulgarian citizen, with a foreigner permanently
residing in Bulgaria.
WHAT DO YOU HAVE TO DO?
The algorithm is the same as for obtaining a
residence permit on other grounds. First you
need to prepare all the documents (a list of them
is given below). The next stage is the submission
of documents for Visa D. This Visa can be
obtained at the Bulgarian consulate in the
country of your legal stay. Its cost is 100 euros,
the term for processing documents is from 30
working days. A visa is issued for 180 days. After
entering Bulgaria on a Visa D during its validity
period, but no later than two weeks before its
expiration, you must apply to the Migration
Directorate of the Regional Police Department at
your place of residence with an application for a
residence permit. The term for consideration of
documents is 14 days, the fee is 10 levs. After
obtaining permission, you need to pay a fee of
500 levs. The cost of making a personal card
depends on the time frame. 30 days - 45 levs, 15
days - 90 levs, 2 days - 250 levs. A residence
permit is issued for a year, then it can be
prolonged.
List of documents:
Foreign passport, copies of the first pages and
pages with a stamp about the last entry into
Bulgaria. The document must be valid for at least
1.5 years from the date of submission.
Completed visa application form / application for
residence permit. A color photo is attached to
the visa application form.
A lease agreement with an address declaration
attached to it or a notarial deed is proof of the
existence of housing in Bulgaria.
A certificate from a Bulgarian bank on the
existence of an account with at least 6 (for a visa)
or 12 (for a residence permit) minimum Bulgarian
salaries. In 2020, its amount is 610 levs.
Health insurance for the entire period of stay in
the country with coverage of at least 30
thousand euros (or 60 thousand leva).
For adult citizens - a certificate of no criminal
record issued by the relevant authorities no
earlier than 5 months before filing. The
document must be translated and legalized.
Stateless persons do not provide it.
Documents confirming the ground.
Let us dwell on the last point in more detail. In
case of marriage with a citizen of Bulgaria or a
foreigner permanently residing in the country,
the documents confirming the ground are:
Family reunification permit issued by the
migration service.
Marriage certificate (notarized copy, translation
and legalization must be provided).
A copy of the personal card of a Bulgarian citizen
or foreigner with permanent residence. Also, a
birth certificate (for minor children), a certificate
of Bulgarian origin, and other documents
confirming the right to permanent residence in
Bulgaria can act as confirmation of the ground.
All of them must be issued by the competent
authorities.
