EU citizens in Bulgaria: registering stays longer than 3 months

For EU citizens who live in Bulgaria for longer than three months. Which grounds the migration service accepts, which documents are needed and what resident status gives you.

Contents

Citizens of the European Union planning to live in Bulgaria for more than three months are required to register their stay and obtain a registration certificate — a personal laminated certificate (лична карта на гражданин на ЕС). This document confirms your resident status and grants a number of rights and advantages within the country.

Grounds for issuing the certificate

The certificate is issued to an EU citizen who meets one of the following conditions:

Is employed or is a self-employed person (freelancer, business owner) in Bulgaria;

Has medical insurance and sufficient financial means not to become a burden on Bulgaria's social security system, or is a family member of an EU citizen;

Is enrolled in a Bulgarian educational institution (school, university), has medical insurance and the necessary means.

Important: Persons temporarily unable to work due to illness or accident, officially registered unemployed persons, and persons who have begun vocational training are also treated as employed or self-employed.

To obtain a certificate of long-term stay, an EU citizen must apply to the migration service within three months of entering Bulgaria.

Required documents

To submit an application, EU citizens will need to provide:

A valid passport or personal card (ID card) of an EU citizen.

Proof of place of residence:

A notarial deed of ownership, OR

A housing rental agreement accompanied by a notarised declaration from the owner (confirming consent to the applicant's residence and registration at that address).

Proof of financial means:

The Bulgarian authorities require confirmation of sufficient means. A current bank account statement (in euros or another currency) or a copy of a valid international bank card (front side) is accepted as proof.

Medical insurance:

A valid European Health Insurance Card (EHIC) or a medical insurance policy from a Bulgarian company valid for at least 12 months.

Stages of obtaining the certificate

The registration process in Bulgaria is fairly simple, but it has its procedural nuances.

Submitting the application You personally apply to the regional office of the Migration Directorate of the Ministry of the Interior (Миграция при МВР) at your place of residence, fill in the application and submit the package of documents.

Payment of the state fee All fees are charged exclusively in euros (€). The amount of the fee depends on the tariff chosen (standard or express).

Photographing and issue of the document Acceptance of documents and photographing (EU citizens are not required to give biometric data to the same extent as third-country nationals, but the photo is taken on site) take place as part of the procedure. The card itself is produced within the chosen period (from several days to a month depending on the tariff).

Please note: Documents are submitted in person. If a document is missing, the migration service allows 7 days to remedy the shortcomings. If the requirements are not met within the week, the certificate may be refused. The document is issued for a term of up to 5 years.

Advantages of Bulgarian residence for EU citizens

Obtaining official status of stay opens up wide opportunities:

Family reunification: The right to bring family members with you, including those who are not EU citizens (a separate procedure is provided for them for obtaining a “residence permit for a family member of an EU citizen”).

Recognition of cohabitation: Under certain conditions, Bulgarian migration law recognises de facto cohabitation (фактическо съжителство) without an officially registered marriage.

Tax residence: Registration in Bulgaria is the first step towards obtaining the status of tax resident of a country with one of the most attractive tax rates in the EU.

Exchange of a driving licence: The possibility of exchanging an EU driving licence for a Bulgarian one without obstacles.

Useful tips

Translation of documents: All documents drawn up in a foreign language must be translated into Bulgarian by a licensed translator (in a number of cases legalisation is required, but simplified rules apply to documents from most EU countries).

Medical insurance on site: If you do not have an EHIC card, basic medical insurance for foreigners can be arranged directly in Bulgaria. Its cost averages from €80 to €120 per year, depending on the applicant's age and the insurance company.

Timeframes and permanent residence

The standard processing time for the card is up to 30 days, but in practice (especially when paying for the express service in large cities) the process may take from 3 to 7 working days.

Assistance from specialists: To save time and avoid mistakes when filling in forms in Bulgarian, many people turn to specialised consulting agencies that provide document preparation and support at the migration service.

Permanent residence (Постоянно пребиваване): After 5 years of continuous and lawful long-term stay in Bulgaria, an EU citizen has the right to obtain a Certificate of Permanent Residence. The review of an application for permanent status usually takes several working days after the five-year residence requirement has been confirmed.
