The Commercial Register in Bulgaria has resumed operation

On 27 August, the Commercial Register was fully restored to operation after a lengthy interruption. The Registry Agency began providing all services connected with it. After 16:00, online access to the register was also restored. On the morning of 28 August, it was officially announced that operation had been fully restored.

Recall that on 10 August 2018 the Commercial Register (CR) — Bulgaria’s largest database — ceased to function. This seriously complicated the work of many organisations, since it made it impossible to register transactions and for companies to obtain the documentation they needed.

To date, this is the longest interruption in the Commercial Register’s operation since it was created. Resolving the problem took 11 days. According to the official account, the failure was caused by damage to four disks holding 25 TB of data, but nothing is said about the cause of that damage.

But the biggest problem is that the backup systems did not work and the data was destroyed. The failure showed that the system is not sufficiently reliable and that measures must be taken to avoid a repeat of such incidents.

Under European Union rules, Bulgaria must have a public electronic database containing information on companies registered in the country. For 17 days this requirement was not met. “Демократична България” called on Brussels to conduct an independent audit to identify the problems with the system.

Fortunately, the disruptions to the CR’s operation did not lead to a wider political crisis, but they did prompt new appointments. The head of the Registry Agency, Zornitsa Daskalova, left her post. Her successor is Gabriela Kozareva, the former head of the Small and Medium-Sized Enterprises Agency, who also served as Deputy Minister of Sport.
