Law on Foreigners (ZChRB): new amendments could change the rules for foreigners in Bulgaria
New amendments to the Law on Foreigners (ZChRB) could change the rules on employment of foreigners and on keeping residence status in Bulgaria.

NSI, the National Revenue Agency (NAP) and the Registry Agency are introducing the “Single Entry Point” information system
From 1 January 2027, a new procedure for filing annual reports comes into force in Bulgaria. The National Statistical Institute (NSI), the National Revenue Agency (NAP) and the Registry Agency (RA) are launching the “Single Entry Point” information system (ISEVT), which will become the sole channel for filing certain reporting documents.
The system provides for automatic official data exchange between the three agencies. Access to ISEVT will be provided through the NSI Single Portal.
Users are advised to prepare for the changes in advance, since registration and access rights from the current “Business Statistics” Information System (ISBS) will not be transferred automatically.
Instead of using separate channels for filing the relevant documents, a single system will be applied. This will make it possible to organise interaction between NSI, NAP and the Registry Agency through automatic data exchange.
For companies, sole traders and accounting firms it is especially important to check access to the portal in advance, prepare electronic signatures and determine who will be responsible for filing each type of document.
A valid qualified electronic signature (QES) will be required to work with the portal. It may be hardware-based, mobile or cloud-based. If you already have an electronic signature, you need to check its validity period and that it works technically.
Important: to grant authority to another person, both the person granting it and the authorised person must have a QES. If a company is represented by several persons jointly, this requirement applies to all of its representatives.
The NAP personal identification code (NAP PIK) may be used only to complete the annual activity report of individuals and sole traders (ET) who do not prepare a balance sheet.
Therefore, those who need to carry out the listed actions should make sure in advance that they have a valid QES.
Registration in the NSI Single Portal is mandatory for all users, including those who already work with the “Business Statistics” Information System (ISBS).
Please note: accounts and rights granted in ISBS will not be transferred automatically.
Thus, even existing users of the old system must register again and grant the relevant authority to the persons who will handle the reporting.
In the NSI Single Portal, authority is granted separately for each obliged person — a company or an individual — and for specific actions.
Authority is granted and delegated directly in the Single Portal.
The user may permit all of the listed actions at once or grant rights only for individual operations by ticking the corresponding options in the system.
Companies and accounting firms are advised to determine in advance who is responsible for each stage of the reporting.
For accounting firms serving several enterprises, this question is particularly important: the authorisations must be issued for each specific obliged person and the corresponding action.
The NSI Single Portal is already available for registration, granting authorisations and delegating rights. Users can therefore begin preparing in advance, without waiting for 1 January 2027.
If questions arise about working with the portal, the NSI suggests using the following materials:
From 1 January 2027, the ISEVT will become the sole channel for submitting annual activity reports, annual financial statements and the corresponding declarations under the Bulgarian Accountancy Act.
Preparing in good time will allow enterprises and accountants to move calmly to the new reporting procedure and avoid unnecessary difficulties at the start of 2027.
