If both requirements are met, then to obtain
permanent residence, you do not need to first
obtain a type D visa at the Bulgarian consulate in
your homeland or in the country of permanent
legal residence.
To obtain a permanent place of residence, a
foreigner must personally appear at the
Migration Directorate of the Regional Police
Department and fill out an application according
to the sample. The following documents are
attached to the application:

A foreign passport or a replacement document
(its validity must be at least three months on the
date of submission of documents) and simple
copies of pages with personal data and a stamp
of entry into Bulgaria. The passport must be
issued by the corresponding Soviet republic.

Receipt for payment of the duty in the amount of
10 levs.

Birth certificate.

Proof of housing in Bulgaria (including rented).

Evidence of stable, regular, expected and
sufficient means of subsistence without resorting
to social assistance authorities in Bulgaria, in the
amount of at least the minimum Bulgarian wage
or pension.

An official document issued by the diplomatic or
consular mission of the respective former Soviet
republic that the applicant is not recognized as a
citizen of that state.

An official document certifying the fact of entry /
stay of the applicant on the territory of Bulgaria
before December 27, 1998.
